14.23. The Ministry of Television, Abandoned but On Air
Location: Former Government Media Bureau, East Block, Nara
Description:
The East Block looks like every other post-war office ruin: cracked glass, mossed stairs, metal signage rusted to anonymity. But the airwaves hum from its rooftop. Inside, rows of unpowered monitors show footage that no station claims: frogs debating economic policy, imperial mascots giving weather, news anchors mouthing words in reverse. Judai opens a filing cabinet. Everything is stamped *Provisional Reality, Do Not Air*. But the building didn’t listen. Juna finds the control room powered by a small turbine in the basement—a self-sustaining echo of once-public service. She presses “Channel 0.” A corridor plays on every screen. They are walking in it. Live. Or never.

Very Short Story:
They stood in the studio watching themselves on screen. Juna waved. The figure on-screen waved two seconds earlier. “We’re in delay,” Judai said. “Or forecast.” He rewound—nothing changed. Fast forward—still live. The broadcast refused time. It had its own. She unplugged the monitors. The footage kept playing. “The building is the channel,” she whispered. “And we’ve just been tuned.”
