16.22. Exit Ramp to an Unfinished City

Location: Abandoned Overpass, Kibi-Kogen Loop (Okayama)

Description:
On the Kibi-Kogen Loop, there’s an exit ramp marked “都市未完,” or *City: Incomplete*. The ramp leads only twenty meters before dissolving into gravel, then air. Survey records indicate it was designed to connect to a satellite civic complex—plans filed, but construction indefinitely delayed. Local drivers report dreams after passing it, where they navigate a city of scaffolding, mirror signs, and unlit corridors. Judai locates a boundary stone labeled “Future Elevation,” sunken deep. Juna finds a reflective survey marker still blinking every 47 seconds. The unfinished city isn’t a place—they conclude—but a category. A condition into which one can drive, if belief outweighs gravity. They step over the guardrail, then disappear from all signal coverage.

Keywords:
Kibi-Kogen civic bypass, incomplete city zone, future elevation marker, scaffolded memory district, exit to deferred urbanity

Very Short Story:
The map called it a city. But there were no roads, no lights—only markings that insisted on presence. Judai and Juna walked beneath unfinished arches, their shadows refracted on blueprints left fluttering. “There are postboxes here,” Juna said, “but no residents.” They posted a photo anyway—of a road ending in air. The mail slot accepted it. A wind passed, humming an anthem they didn’t know. At the base of a power pole, a sticker: *“Welcome Back Soon.”* But there was no “soon.” Only repetition. The loop that lets you enter—but not arrive.
