18.7. The Convocation of Rehearsed Agreement
Location: Regional Civic Platform, Kushiro Prefecture
Description:
Once a public square, the Civic Platform in Kushiro now hosts the Convocation of Rehearsed Agreement—a daily reenactment of a public vote that never occurred. Rows of mannequins dressed in business attire sit rigid in folding chairs. Loudspeakers emit alternating cheers and sighs. A digital clock ticks backward. Judai discovered the original broadcast footage: never aired, but simulated a consensus around nonexistent policy. Juna watched as a teenager stepped onto the platform and began clapping, caught in the rhythm. The act is not voting—it is repeating a memory of agreement until it becomes truth. One placard reads: *This unity brought to you by interval silence.*
Keywords:
Kushiro public consensus loop, rehearsed policy memory, mannequin electorate, unvoted governance performance, simulated civic harmony
Very Short Story:
They arrived during applause. Juna thought it was real until she saw the rows of mannequins, all with identical wristwatches. A man in a suit stepped to the podium, opened his mouth—but no words came. Still, the speakers reacted: laughter, approval, pause. Judai pressed record. The man turned, raised a hand, and vanished behind the curtain. A screen behind the audience blinked: *AGREEMENT REGISTERED.* “What did we just agree to?” Juna asked. “We were part of it,” Judai said. “And maybe that’s enough for the memory to count.”
